The chair of membership meetings (whether annual or special) is the President of the association/board of directors. (Robert's Rules, 10th ed., p. 433.) As the presiding officer, the President calls the meeting to order once quorum has been established. The President announces each item of business prescribed on the agenda.

The President may turn over particular items of business on the agenda to others, such as the Inspector of Elections or the association's attorney.
