Telephone Wiring
Maintenance. Internal and external telephone wiring designed to serve a single separate interest, but located outside the boundaries of the separate interest, are exclusive use common areas allocated exclusively to that separate interest. Civil Code §1351(i).  Individual owners, and not the association, are responsible for maintaining the telephone wiring servicing their units. Civil Code §1364(a).

Easements. Owners have the right to reasonable access to the common areas for the purpose of maintaining their internal and external telephone wiring. The access shall be subject to the consent of the association, whose approval shall not be unreasonably withheld, and which may include the association's approval of telephone wiring upon the exterior of the common areas, and other conditions as the association determines reasonable. Civil Code §1364(f).
