COMMITTEE AGENDAS Limited Open Meetings. Committees are not required to post agendas or hold open meetings. Civil Code §1363.05(i)(1) The Open Meeting Act applies only to meetings of the board. However, committees with decision-making authority, such as architectural committees, should post agendas with meeting dates and times, and should be open to the membership. Committee Reports. Unless committee reports cover executive session topics, all oral reports by committees to the board should be given in open session so that members can hear the reports.
