The Bagley-Keene Act, like the Brown Act, regulates the meetings of public legislative bodies and local public agencies. The Bagley-Keene Act does not apply to private community associations but can be useful for guiding HOA boards when questions arise that are not covered by the Davis-Stirling Open Meeting Act. See
