If a board is conducting an open meeting entirely by video conference, it needs to include instructions in it's notice of meeting so members can attend the meetings. The notice should contain something similar to the following:
NOTICE OF MEETING
Zoom is the video conference platform used for our meeting.
Before the Meeting: Visit www.zoom.us for more information on how Zoom works and how you can join our meeting. Zoom works on computer desktops and most smartphones equipped with a camera and microphone. You must download the Zoom application to your device or download the Zoom program if you are using a computer. You do not need to create a Zoom account to participate in the meeting. Test the audio and video functions on your device before the meeting. Visit https://zoom.us/test for more information on how to test your device.
Joining the Meeting: Log onto Zoom through your internet browser or through the app on your mobile device. To join the meeting, click on “Join A Meeting” and enter the Meeting ID and Password shown here:
If you do not have video, you can still participate in the meeting by phone.
During the Meeting: When you join the meeting, you are automatically placed into a “waiting room.” When the meeting is ready to start, the host will move you from the waiting room into the meeting. To avoid distracting noise, all attendees will be muted until the Open Forum portion of the meeting.
