A "Landscape Maintenance District" (LMD) is a special assessment district established to fund and maintain common-area landscaping, slopes, irrigation controllers, lighting, fencing, and utility costs, among other items. Funds are collected and administered by the local governmental entity. Funds may also be used to enhance existing landscape and hardscape.
A "Maintenance Assessment District" (MAD) is a mechanism by which property owners can vote to assess themselves to pay for and receive city services beyond what the city normally provides. MADs are also known as Landscape Maintenance Districts (LMDs), Lighting and Landscape Maintenance Districts (LLMDs), Enhanced Maintenance Assessment Districts (EMADs), or Community Benefit Districts (CBDs). Maintenance Assessment Districts are authorized by the State of California through the "Landscaping and Lighting Act of 1972."
